On January 31, 2023, at the office of the Quang Ngai – Hoai Nhon expressway project (Quang Ngai province), Deo Ca Group held a meeting “Organizing the implementation of the North-South expressway in the Quang Ngai – Hoai Nhon section” in the spirit “say to do, commit to complete.”

The meeting was chaired by Mr. Ho Minh Hoang – the Chairman of Deo Ca Group. It was attended by the PMU2, the consulting and monitoring unit, a full range of contractors and subcontractors, service providers, and other relevant units.

Overview of the meeting

The purpose is to establish the parties’ responsibilities and identify potential adverse problems to perform the work optimally. The Group’s management model for the project and operation information of the contractors’ BOM is published. The personnel and the advisors are also introduced.

Quang Ngai – Hoai Nhon project is divided into three bidding packages with a total construction value of 14,700 billion VND. The first package worth 3,800 billion VND was started on January 1, 2023. As the consortium leader in implementing this package, Deo Ca Group actively mobilized 50 machines and hundreds of employees to construct projects.

The BOM said that after one month of starting the construction, the locality had handed over 70% of the site. However, the construction had not been carried out synchronously because the ground was still interspersed with people’s houses, without a road to access the project, difficulties in building power lines for construction, etc. These causes were affecting the Project implementation schedule.

Total material demand is about 13.9 million m3. However, in reality, reserves in material mines need to meet construction. Four mines with reserves of about 1.23 million m3 serving the project have yet to be approved by the People’s Committee of Quang Ngai province.

Although the Government has directed to remove difficulties, localities still need to clearly define their competence to perform site clearance compensation in ordinary material mines. Besides, there is a situation where commercial mine owners hoard goods.

At the meeting, the Advisory Council said that the Quang Ngai – Hoai Nhon expressway is one of the difficult sections in the North-South Expressway in the 2021 – 2025 period because there are many large bridges and tunnels. Therefore, to complete the project on schedule and with quality, besides the experience and capacity of Deo Ca, it is necessary to have smooth coordination of the investor, consultant, and contractors.

Previously, in other projects, there was a situation where several construction enterprises worked for the group’s benefit, which affected the efficiency of the work and the reputation of the participating enterprises. From the apparent lessons, the Project Security Advisor suggested that the relevant parties agree on a cooperation mechanism to reverse that negative situation.

Deo Ca Group will periodically disclose information about the project implementation, problems, and responsibilities of relevant parties. From there, people and competent agencies promptly grasp and evaluate. Thus, the project’s performance will be supervised by Party organizations, mass organizations, local newspapers, and television.

Mr. Ho Minh Hoang raised the requirements for contractors in the consortium and subcontractors. In particular, Deo Ca prioritizes assessing the capacity and ability to control the work and cash flow of the units, applying digital technology in the project, and sharing it with relevant parties. At the same time, Deo Ca is ready to replace weak contractors and report any inadequacies hindering work to competent agencies.

Deo Ca has identified the risks in the input profile, the capacity of the relevant parties, material sources, material price fluctuations, and solutions to handle. Problems in terms of the access road, critical road items, mines, and waste dumps were reported by Deo Ca at the groundbreaking ceremony and directed by the Prime Minister but still need to be resolved.

According to Mr. Cao Viet Hung – Deputy Director of PMU 2, PMU 2 has sent the request for bidding packages No. 2 and 3 to the consortium of contractors led by Deo Ca Group. PMU 2 highly appreciates the Group’s experience in proactively planning for project implementation, payment and settlement, and managing units in the consortium and subcontractors.

By pioneering the application of technology and actively implementing the community monitoring channels, PMU2 wishes Deo Ca Group to share experiences so that the investor, and supervision consultant could learn and apply new technologies in managing projects.
